4. Organisation

The membership of the Repatriation Medical Authority consists of a Chairperson and four other members who are all eminent medical or scientific experts. Members work on a part time basis and are appointed by the Minister for Veterans’ Affairs. There is a legislative requirement for at least one member to have at least five years experience in the field of epidemiology. Members hold office for such period, not exceeding five years, as is specified in the instrument of appointment. They are eligible for reappointment.

The current membership consists of Professors Ken Donald (Chairperson), Beverley Raphael, John Kaldor, Andrew Wilson and Robyn Ward. The current appointments for Professors Donald and Raphael extend to 30 June 2009. Professor Kaldor’s term of appointment is to 1 February 2011; Professor Wilson’s term of appointment is to 30 September 2010; and Professor Ward’s term of appointment expires on 30 June 2007.

Biographical Details of RMA Members

Professor Ken Donald, MBBS QLD 1962 - PhD, FRCPA, FRCPath, FRACMA, FRACS, Head of the School of Medicine, University of Queensland, and formerly the Professor of Social & Preventive Medicine, and Head of Department of Social & Preventive Medicine, University of Queensland. Professor Donald was recently appointed as Assistant Commissioner (Medical), Queensland Health Quality and Complaints Commission, and was previously Chair of the Public Health and Research Development Committee of the National Health and Medical Research Council, an Executive Member of the Council and past president of the Australian Cancer Society.

Professor Donald is Chairperson of the Repatriation Medical Authority, having held that position since the establishment of the Authority in 1994.

Professor Beverley Raphael AM, MBBS Sydney 1957 - MD, FRANZCP, FACP, FRCPsych, FASSA, Hon MD (Newcastle), Professor of Population Mental Health and Disasters, University of Western Sydney. Professor Raphael was Director, Centre for Mental Health, NSW (1996-2005), and immediately prior to that appointment was Professor and Head of Department of Psychiatry, University of Queensland. Professor Raphael is a well-known researcher, working especially in the field of Post Traumatic Stress Disorder. She has been President of RANZCP and member of many of their committees and the National Health and Medical Research Council.

Professor John Kaldor, PhD, Professor of Epidemiology and the Deputy Director of the National Centre in HIV Epidemiology and Clinical Research, University of New South Wales. Prior to this appointment Professor Kaldor worked as a researcher at the International Agency for Research on Cancer, Lyon, France. He is past President of the Australasian Epidemiological Association (1996-2000), and has research interests in infectious disease, cancer and epidemiological methods.

Professor Andrew Wilson BMed Sci 1979, MBBS (Hons) QLD 1982, PhD, FRACP, FFAPHM, Professor in Public Health and Deputy Executive Dean of Health Sciences at the University of Queensland. In addition to his academic career, Professor Wilson has worked in senior public sector roles in the NSW Health Department as Director of Clinical Policy and Practice and then as Chief Health Officer and Deputy Director-General, Public Health. He is currently Executive Director, Policy Planning and Resources for Queensland Health.

Professor Robyn Ward, MBBS (Hons I) 1984, PhD 1994, FRACP 1991 is a Senior Staff Specialist in Medical Oncology and Director of the Family Cancer Clinic at St Vincent's Hospital, Sydney, and has a conjoint academic appointment in the School of Medicine, University of NSW. She leads an active research group that is focussed on the application of recent advances in molecular biology to the clinical problem of colorectal cancer. Amongst other roles, Professor Ward is a frequent invited speaker at national and international meetings, and since 2001 she has served as a member of the Commonwealth's Pharmaceutical Benefits Advisory Committee.

RMA Secretariat

The staff (see Appendix 1 - RMA Secretariat Organisational and Staffing Structure) necessary to assist the RMA consists of persons appointed or employed under the Public Service Act 1999 and made available to the Authority by the Secretary, DVA. For the year 2005- 2006, staffing of the Secretariat equated to 12.72 FTE (Full Time Equivalent) positions.

There are no Senior Executive Service positions in the RMA Secretariat.
