The membership of the Repatriation Medical
Authority consists of a Chairperson and four other members who are all eminent
medical or scientific experts. Members work on a part time basis and are
appointed by the Minister for Veterans’ Affairs. There is a legislative requirement
for at least one member to have at least five years experience in the field
of epidemiology. Members hold office for such period, not exceeding five
years, as is specified in the instrument of appointment. They are eligible
for reappointment.
The current membership consists of Professors Ken Donald (Chairperson),
Beverley Raphael, John Kaldor, Andrew Wilson and Robyn Ward. The current
appointments for Professors Donald and Raphael extend to 30 June 2009. Associate
Professor (now Professor) Robyn Ward commenced from 1 July 2004 after being
appointed by the Minister to replace Professor Kearsley who did not seek reappointment
due to other commitments. Professor Ward has a three-year term until 30 June
2007. Professor Kaldor is appointed until 1 February 2006. Professor
Wilson is appointed until 30 September 2005.
Brief Biographical Sketches of Members
Professor Ken Donald, MBBS QLD 1962 - PhD, FRCPA, FRCPath, FRACMA, FRACS, Head of the
School of Medicine, University of Queensland and formerly the Professor of
Social & Preventive Medicine, and Head of Department of Social & Preventive
Medicine, University of Queensland. Professor Donald was Chair of the Public
Health and Research Development Committee of the National Health and Research
Council and an Executive Member of the Council and past president of the Australian
Cancer Society.
Professor Beverley Raphael AM, MBBS Sydney 1957 - MD, FRANZCP, FACP, FRCPsych, FASSA, Hon
MD (Newcastle), Director, Centre for Mental Health, NSW. Immediately prior
to this appointment she was Professor and Head of Department of Psychiatry,
University of Queensland. Professor Raphael is a well-known researcher, working
especially in the field of Post Traumatic Stress Disorder. She has been President
of RANZCP and member of many of their committees and the National Health and
Medical Research Council.
Professor John Kaldor PhD, Professor of Epidemiology and the Deputy
Director of the National Centre in HIV Epidemiology and Clinical Research,
University of New South Wales. Prior to this appointment Professor Kaldor
worked as a researcher at the International Agency for Research on Cancer,
Lyon, France. He is past President of the Australasian Epidemiological Association
(1996-2000), and has research interests in infectious disease, cancer and
epidemiological methods.
Professor Andrew Wilson, B.Med Sci 1979, MBBS (Hons) QLD 1982, PhD,
FRACP, FFAPHM, Professor in Public Health and Deputy Executive Dean Health
Sciences at the University of Queensland. He returned to an academic career
after 6 years in senior public health service initially as Director of Clinical
Policy and Practice and then as Chief Health Officer and Deputy Director-General,
Public Health, in NSW Health.
Professor Robyn Ward MBBS (Hons I) 1984, PhD 1994, FRACP 1991 is a Senior Staff Specialist
in Medical Oncology and Director Family Cancer Clinic at St Vincent's Hospital
Sydney, and has a conjoint academic appointment in the School of Medicine,
University of NSW. She leads an active research group that is focused on the
application of recent advances in molecular biology to the clinical problem
of colorectal cancer. Amongst other roles, Professor Ward is a frequent invited
speaker at State and International meetings, and since 2001 she has served
as a member of the Commonwealth's Pharmaceutical Benefits Advisory Committee.
RMA Secretariat
The staff (see Appendix 1 - Organisational and Staffing Structure)
necessary to assist the RMA consists of persons appointed or employed under
the Public Service Act 1999 and made available to the Authority by
the Secretary, DVA. For the year 2004-2005, staffing of the Secretariat equated
to 11.89 FTE (Full Time Equivalent) positions. There are no Senior Executive
Service positions in the RMA Secretariat.
